Look for the job that's listed as "I'm sorry newbie" in your computer job list and complete it fully. Should be one of the higher permit level jobs, permits take about 15 - 20 jobs to max out, then the job should appear.

Pro tips: Bring the largest truck you have and clear some warehouse space, its LOADED with premium items to take back. Also hire the wrecking ball to save some time, the $600 it costs is worth the ~30 extra minutes it takes to wreck the 2 story house.
