Introduction
I wanted to create an up-to-date guide for a centrist reformist Rayne that keeps Sordland out of ATO and the CSP, puts an end to Rumburg's expansionism and prevents the NFP from returning to the Assembly.

Note that not all the choices I made in this guide are necessary, and that I didn't include every dialogue option if said option makes no difference, or was totally obvious from my strategy outline. Any comments are welcome.

Strategy outline
Politics: we’ll be a reformist centrist this time, passing a moderate constitution and going for a market economy. (Ending up really close to Artor S. Wisci on the political compass.) We’ll privatise some things, but also tax big corporations in addition to some social spending (as much as our budget for the war allows). One of our main goals is also to keep the NFP out of the Assembly, because ♥♥♥♥ them. We’ll leave Lileas and Soll untouched, but impeach Hawker to somewhat neuter the Old Guard.

Diplomacy: we’ll stay neutral between the great powers, and beat Rumburg in the war after getting them sanctioned, together with Agnolia. So we’ll ally Agnolia and recognise Heljiland. We’ll trade with Lespia and Wehlen (partial OBT), and accept some aid from Arcasia, as the CSP in the Markian Sea is a bigger threat. We won’t ally with Lespia because it would mean a lot of ATO influence in post-war Rumburg, and we want to prevent that, too.

Reforms: we won’t be changing article 6 and 7, and the thing we’ll leave untouched is the 10% threshold (mostly to ensure the NFP can't enter the Assembly). We’ll remove the Member of Honour law, and make judges impeachable. In the Assembly we will get a historic result.

Economy: we’ll fund all ministries except health, and privatise education, Nedam and a minority share of the SSC. Taxes on big corporations will go up, and a lot of welfare bills will be passed. We’ll invest in Gasom alone and fully repeal the EPA for big bucks.

Military: no need to worry about a coup, as we need to increase their budget to go to war. We’ll modernise our armed forces, focusing on the Air Force (we need it without Lespia on our side) and removing conscription. Also, no transferring the Gendarmerie, obviously.

Corruption: I took the Koronti media deal, though I’m not sure if it was entirely necessary. No other corruption needed. We’ll make Koronti and Tusk fight for the shares of the privatised companies.

Personal: don’t be a ♥♥♥♥, support your bro Petr, and be a good husband and father in general. Our feminism will please Monica. We will be sending Franc off to war, though.
Prologue
Start out poor, we don’t actually need any money.

Pick the economics degree and the student council to econ-max.

We’re somewhat progressive, so feminism it is, but don’t join Red Youth or Young Sords.

Vote for the USP, or don’t, and escort the refugees back.

Sacrifice family time, we need USP moderates to be on our side.

Keep supporting Soll, vote for him, then campaign for Alphonso. Dedicate yourself to the party and then advise Alphonso to step down.

We’re gonna enact some democratic reforms, of course.
Turn 1
Promote market economy, remain neutral, relaxed immigration and promise anything but health care.

In the political briefing choose democratic reforms, and in the economic briefing stick to the promise of a market economy. In the media briefing set up the meeting with Koronti.

Veto the Campaign Finance Bill.

Invest in mega-infrastructure and choose the L-1 high-speed railway.

Invest in Armadine with all (1) of your personal wealth.

At the inaugural reception, tell the journalist you want to work with the opposition if they’re willing to support us, welcome Ricter’s support and say your veto was for democracy.
Turn 2
In the security briefing show interest in revoking the Bergia Special Zone.

Visit affected towns in person, objectively the best decision to reduce unrest.

We want to be friendly with the Oligarchs, but don’t take Tusk’s bribe. Beside us wanting to keep somewhat clean hands, we also want to sign the Workers’ Rights Act which is easier to do with Taurus instead of Underhall.

Be friendly with Koronti and take his deal. We won’t really give him what he wants later on, but oh well.

For the economic relief plan, pick the stimulus cheques.

For the L-1 project, pick Taurus Holding.

Attend Circas’ funeral, don’t let in the Red Youth, and be unifying in your speech.

In the diplomatic briefing, condemn Rumburg’s consulate closure with a letter, important for sanctioning them later.

Sign the Tourism and Cultural Preservation Act.

In the reform committee meeting reiterate your support for reforms.

When Hawker comes to convince you not to reform, do it anyway, but keep it polite. Let him and Garaci tell you about Ricter’s Arcasian adventures if you want.
Turn 3
Agree with Ciara and Paskal in the welfare briefing, we’ll do workers’ rights and feminism.

Meet with Gus and Alphonso and show interest in Gus’ plans for Gruni’s development. Be polite, invest in Gasom alone and get Alphonso to provide housing, health care and education.

Chicken out and chill with Alphonso on the heli.

Don’t ban either youth group, we hate the Young Sords but banning them won’t make anything better.

Veto the GREEN Act.

For the constitutional draft, choose the following:
  • Limit vetoes (3/5 override)
  • Remove Supreme Court voting rights
  • Assembly and Supreme Court may impeach
  • Confidence vote
  • Decrease threshold to 3 or 8% (we’ll revert to 10% for Gloria’s support)
  • Decrees require an Enabling Act
  • 2-term limit
  • Justices may be impeached
  • Abolish Member of Honour

Remove the EPA limit entirely.

After the Business Council meeting don’t promise Tusk a tax cut.

Now for the budget, increase everything but health care, which we will maintain.
Turn 4
Sign the Workers’ Rights Act.

Invest in the Lorren region.

Give the increased law enforcement budget to the Ministry of Justice, and let Nia form the Anti-Corruption Police (ACP).

Go on an evening walk with Monica, be feminist as always and agree to let her do the opening speech at the Benfi festival (we’ll cancel it for Gloria’s support).

Give Taurus the extra money they need.

In the tax meeting increase taxes on big corporations, leave SME taxes unchanged.

Inspect the school in Leiren and be polite, but call out the nonsense and get the principal to make changes. Don’t take down the Soll portrait, we don’t want to anger anyone.

In the education briefing agree to Ciara’s reforms, and privatise.

Mechanise existing farms for the Gruni investment.

Now for one of our biggest obstacles: Gloria. Don’t give in on the Member of Honour or removing the justice immunity, but as concessions revert the threshold to 10% and cancel Monica’s speech in Benfi (she won’t like it, but we’re gonna do some feminism afterwards, so she’ll be fine).

Win the chess game against Lucian (there’s guides for how), and be respectful to him, he’ll be more loyal.

Meet with Albin, he’ll support you. In the speech to the USP don’t target the Old Guard.
Turn 5
Accept Arcasian aid, it’s less money but we want to trade with Lespia, and the CSP is a bigger threat in the Markian Sea.

Like every other NFP bill, veto the Religious Harmony Bill.

Get money from Armadine!

Keep immigration relaxed as promised.

We don’t need money for lobbying, but our war plans will stop us from attending the FC Anrica match, so it’s not as exciting. I like wine though.

At the Benfi festival let Monica interrupt Leste, tell him that your wife is right, but that it’s a matter for another time, and let him finish his awful speech. Back home promise Monica that you’ll work with her for feminism!

Tell Karl to pursue Hawker, and focus the ACP on the Old Guard.

In the defence budget meeting, begin a modernisation programme.

In Agnolia, gift Hoorten an ornamental sword and don’t accept his initial deal, instead recognise Heljiland and get an alliance. This will be our only alliance.

In Wehlen only agree to Smolak’s last offer, in which we close our borders to fleeing Bluds (partial OBT).

Tell the Assembly they’ve been overshadowed, focus on unity and don’t target the Old Guard.
Turn 6
In the meeting with Iosef, tell him to be lenient, remove conscription and modernise the Air Force.

Invest in the Benfi airport project.

In the Bergia meeting, agree to Lileas’ plan for centralisation.

Sign the Central Bank Reinforcement Act.

Don’t privatise health care.

Meet with Ricter and say the following:
  • What’s on your mind?
  • Necessary for stability.
  • A step forward is a step forward.
  • What are you thinking?
  • Sure you have something in mind.
  • Of course.

For the Benfi airport project pick Taurus again.

With our increased education budget, build more rural schools and improve teacher salaries. Also enforce evolution, but don’t ban creationism.

Sell 1/3 of shares in Gasom.

On Victory Day join the NFP statement. What?! Yes! It removes Governor Bron and his discrimination, and we can easily abolish the Special Zone because the USP doesn't love Krull.

No need to spend PW on lobbying.

Turn 7
Don’t get involved in the Oligarchs’ affairs. I like to troll Koronti a bit by saying we might nationalise and promising we won’t touch HOS. This way you basically fulfill your promise of a favour to him, while not having to do much.

Obviously we won’t actually nationalise, tell Lucian you want to privatise.

Change the SSC to majority state-owned, and completely privatise Nedam.

Meet with Tusk and Koronti, don’t give them the shares. Keeping the Oligarchs divided will ensure they don’t become too powerful!

Veto the Unified Education Language Act.

During the Assembly vote, tell Leke you want to fight for Bludish rights. Then get Gloria to speed up the voting so Soll can’t influence people, but leave Soll be. You’ll get a historic result! Don’t agree to a PFJP alliance afterwards.

Accept the Rumburg whistleblower, this is key for AN sanctions later on, to weaken Rumburg ahead of the war.

Open negotiations with Lespia in the diplomatic briefing.

Send Franc to military school.

Just do the correct things in the Day of Descension ceremony.

Now for convincing Justice Edmonds, which is quite easy with this constitution. Still, these dialogue options should guarantee her support:
  • Wait for her to order.
  • Stand up for a handshake.
  • Address her as Justice.
  • Let her order first.
  • Also order salad.
  • How is the situation?
  • What do you think?
  • We need a proper balance of power.
  • Doing my best to start the change.
  • Respectable justices against the Old Guard!
  • Ensure ... transparency
  • Please help us achieve this victory.
  • Judiciary should not have legislative powers.
  • Not Arcasia’s puppet.
  • Together in this, for further reforms.
  • Court should have power of judicial review.
  • Centrists need not worry.
  • No plans to put Soll on trial.
  • Stay silent.

Then send Lucian to reach out to Heron. Take his deal so we can impeach Hawker later. Enjoy the win at the Supreme Court.

In the cabinet meeting don’t promise Lileas a transfer of the Gendarmerie. Don’t do changes in the manifesto, and focus on the economy. Don’t put Soll on trial but do get the impeachment of Hawker underway. Tell Karl to shift the focus of the ACP to the opposition.

Time to address the nation! Unity, no bashing Soll and the Old Guard.
Turn 8
Nominate the most experienced judge to the Supreme Court. Pick the three decrees beside lower retirement age, say you want the media council to be independent, and sign the documents for abolishing the Bergia Special Zone.

Get medium returns from Gasom.

Meet with Alvarez, agree to sell Sordish Petroleum to him for a trade deal, but no alliance. Remember, after the war we don't want ATO to have an insane amount of influence in Rumburg.

Sign the Bergia Standardisation and Unity Measure.

Drink with Petr and tell him we can weather the affair, but do tell Lucian about it.

Pretend not to believe Lucian in front of Livia, but let him investigate.

Hear the results of the investigation and only blame Livia/Ilana. In the press briefing do the same, and make sure you call her Ilana the Rumburgian spy.

In the women’s rights briefing, agree with everything Monica and Ciara propose, and support their bill.

Sordish League of Women donation is useless, unless you want to roleplay. The only thing you can do with it after is spend it on campaigning, which you also don’t need, so feel free to do whatever.

Don’t transfer the Gendarmerie to the Interior. Unless you want to lose the war, then go for it!

Anti-vaxxers BTFO! Buy vaccines and tell Paskal to mandate them.

Sign the Less Smoke Bill.

Attend the Aschraf Anniversary. Raise Mansoun's hand, pick a non-red candle, light the torch together, hold a nice speech and hug Mansoun. It’s reconciliation time!

Accept Arcasian military aid, and expand the agricultural industry.
Turn 9
Sign the Women’s Liberation Act.

Add a medium budget surplus.

Veto the Human Dignity Bill.

Sign the Children for Future Act.

Agree to support Mansoun’s bill, then sign the Minority Rights Act.

Sign the Alcohol Tax Act.

Sign the Fair Luxury Tax Act.

Don’t fund a political youth group.

In the war room meeting, start the war machine!

Don’t take the meeting with Walker.

If you have any PW left, you can spend it on campaign advertising, but you never need it as winning the war automatically wins you the election.

Give Lucian the green light to arrest NFP leadership, mission accomplished!

Don’t take the loan in the economic briefing, we don’t need it.

In the TV interview:
  • Rumburg has been increasingly aggressive.
  • It is up to Rumburg.
  • That’s what Rumburg wants.
  • We look to the international community.
  • Evidence of Rumburg’s interference.
  • Ilana Vance.
  • Share responsibility.
  • Seas are not Valgsland’s to claim.
  • Should calm the situation.

After the interview, you should be able to see in Rumburg’s country information that they are no longer a member of OMEC. Up next: AN sanctions, then war.
Turn 10
In the Alliance of Nations Assembly, don’t applaud or respond to anyone. Wait until it’s your turn to give a speech. Then:
  • Committed to the ideals of the AN.
  • Dream of a peaceful and free world.
  • Faced with dangers of division.
  • Unite under this charter.
  • Address topics mentioned.
  • Saddened by events in Wehlen.
  • Many unnecessary deaths.
  • Support Hoorten.
  • Against Valgslandian aggression.
  • Achieve peace in Eastern Merkopa.
  • Don’t respond to Hegel.
  • Address the Queen of Rumburg.
  • We want peace, but are threatened by Rumburg.
  • We only defended our borders.
  • Evidence about KA-74s.
  • Another piece of evidence, very nuclear much wow!
  • Rumburg must be investigated.
  • Wish for an AN resolution.
  • Can no longer ignore enemies of peace.

If you’ve done it the right way, there will be a report in Holsord about the AN ambassador supporting Sordland. This will be followed later by a report of AN sanctions on Rumburg.

No need to move any PW you may have left to Kyrute.

For the Rumburg war plan, don’t pull Franc back, he'll be a hero. Call your “allies” to war (we only have Agnolia, lol). Go for Iosef’s pincer maneuver, have Agnolia assist, and march on Thornbourgh after. Do whatever you like in the declaration of war speech.
Turn 11
Enjoy the victory! Treat the Queen however you please, then say what you like in your election speech.

No more NFP in the Assembly, what a relief.
