Easier A Wave of Curiosity

Makes the Norse conversion event "A Wave of Curiosity" significantly easier to get:
* removed requirement to own Bergslagen (so it's easier for the other Scandinavian countries);
* removed requirement to have the Scholar or Sinner ruler traits or have a 5/5/5 ruler (so you don't have to savescum rulers);
* lowered MTTH to 5 years (so it happens reasonably fast).

This means that with this mod, the still-existing requirements are:
* Age of Discovery
* Scandinavian culture
* Catholic
* Excommunicated OR have the "Statue in Restraint of Appeals" country modifier
* Be independent
* Haven't had the event before.
