Some tweaks I made for my own preferences.

Hijacked racial pop modifiers to give every province a +30% dev cost malus. Pop modifiers that had dev cost reductions had that taken into account so it won't have an impact on the differentiation between pops.

Removed or downsized some tags in Noruin, Haraf, Amadia and the Effelai to make colonisation less of a pain

Made buildings and some construction decisions 50% more expensive (cost of digging holds aren't affected)
