Always Load Sea Floor

คำอธิบาย
Makes sea floor permanently active and removes submarine jerk upon its loading. Savegame compatible. Hopefully also fixes echosounder giving erroneous readings due to terrain not being active.

While I understand the nature of optimization, too much stuff is instanced in UBOAT, the seafloor being one of them.
