VSync fixed Lossless Scaling
To fix the VSync and FPS drops, simply use the Lossless Scaling program, which you can find directly on Steam for about €7. Simply set lsfg 3.1, Adaptive, and target 60.
Open the game (not in full-screen mode and with lossless scaling still in a window), use the button in the top right to select lossless scaling. As soon as the countdown starts, click on the Hellbreach: Vegas game window without closing Lossless Scaling. Now you can play with frame generation, which adds frames to compensate for the FPS drops and tearing. You have your vsync. This method works on all games where vsync doesn't work.
