It's like XCOM Enemy Unknown/Within in that the RNG is based on a seed set at the start of the mission. This means you can Stein's:Gate the level and do what you know works well until it's time to try to branch off into a new series of outcomes.

Somehow I was able to beat it. I tried savescumming but it seems like it's fixed? I keep getting the same dice rolls..

Yes, that can happen. It is crazy, but it is doable with luck.
