Those items were present in the demo, and can still be added to player's inventory and equipped by editing the save file. Probably aren't doing anything anymore.

When you're out in the cold for too long, you end up in hypothermia, brings you in some sort of labyrinth while you're actually being carried away back to a gas station.
It takes 40 seconds from fully warmed to succumb, and takes 30 seconds to fully warm up back from almost passing out.
The "seek shelter" warning appears at half the delay which is 20 seconds. It's a good indicator to know exactly when you have to go back to a heat source if you kept going straight away from it.

When you drop below 1 energy bar, you're slowed down and can't pick heavy weight.
Cold sets in faster, in 20 seconds and still takes 30 seconds to warm up back.

Such as lit campfires or stoves, warms you to cancel the effect of the cold, also prevents from stamina exhaustion.
The truck warms you as long as you don't run out of fuel, but do not prevent stamina exhaustion either way.
The lighter slows down effect of the cold giving you a total of roughly 1 minute if you manage to immediately equip and lit it.

It's a status gained via Tea or Fish Soup, which holds for 30 seconds out in the cold, momentarily preventing you from getting any colder (makes ever so slightly warmer giving a mere 2 extra seconds before passing out) and seems to only tick down when you're actually in the cold.

Tank capacity is 34L total, including 10L as reserve, each litre costs $1.50. Because the reserve is not shown in-game (as you can just simply go slightly below "Empty"), approximations for the in-game displayed gauge are:

You can shoplift items after the shutdown ending, tea from bakery and coffee will appear again (bug?), but everything else from market and depot won't be replenished.
Though you won't be able to buy gas to fill the truck tank.

There are plenty of great guides for the cat bobbleheads already, then available in respectively each shop when found.

You first have to access to a heat source.
Either stoves, that can be found at MK's cabin in Snowy Peaks or in Fishing Town empty cabins on the lake, which if unlit, you have to add a firewood log and ignite with the lighter (already done at MK's).
Or at a campfire by dropping 2 firewood logs and light them with the lighter.
Then you have to put the cooking pot on the heat source, (there's already a cooking pot at MK's).

Then brew/cook items:

• 3 Coffee: Coffee Pot, takes 10 seconds
  
• 2 Tea: Tea Bags, takes 20 seconds
  
• 1 Fish Soup: Fish, takes 30 seconds

Get fishes with fishing rod launched in the ice holes in the empty cabins in the rightfully named Fishing Town.
You'll freeze to death if you don't lit the stove first.

Pawn Shops sells Mystery Bags in which you can find clothing.
