Please note that it has worked for me using Windows 10 as OS.

First, you must navigate to the game's installation path on your PC. In my case:

"C:\Program Files (x86)\Steam\steamapps\common\Resident Evil Operation Raccoon City"

And locate the game executable:

“RaccoonCity.exe”

Right-click on the executable file and select “Properties” and then go to the “Compatibility” tab.

Check the “Run this program in compatibility mode” option and select “Windows 7” from the drop-down menu.

Save the changes and run it from that path.
