Costful but Better Mining

Increase minig output BUT at HUGE cost.

Steel / Carbon:
Instead: 1 -> 1.5 -> 2.5
NOW: 2 -> 3.75 - > 6.5

Rare:
Instead 1 -> 1.5 -> 2
NOW: 1.75 -> 3.25 -> 5

ENERGY increases by 4 -> 8 -> 16

Works only on mining machines, Iron, Carbon and Rare. Nothing more.
