You'll need to progress through the quests to access it.
Take the elevator up to the casino.
There are several checkpoints to get to the casino, but you can also get there by boat.

Casino Boss

Become the boss of the casino

You'll need to progress through the quest.
You'll have to kill the casino boss with a bomb.
When he's dead, you'll have to pay B4,000,000 to become the new boss.
Renovation Works

Renovate the casino

You'll need to progress through the quest.
You'll need to continue the casino quest.
Talk to Bobb and he'll tell you to go find the workers. You'll have 3 workers to find, each asking for several things.

1st worker = beat up some bandits

2nd worker = ask for 5 Joints/Blunts

3rd worker = a toolbox hidden behind the clothing store
