Four officer slots and five colors, what to do?
Hover over the colors at the top of the screen and you see the "officer bonus".

This carries over between episodes even without an officer of that color equipped.

Four officers at episode 1, swap one of them for the fifth color at episode 2 and you have all colors covered.
