Since I kept forgetting which day they restock their goods, I thought might as well make a document to have it all in one place so I don't have to run back and forth everyday. Obviously, WIP.

How to get Trade Deals
Your Aunt, Tellar, will give you a quest on day 2 or 3 to go make trade deals with 3 NPCs.

Karl - the farmer
Barbara - the canner
Fisher - the fisher

To unlock trade deal with them you have to complete their side quests

After a while you will get a quest to unlock

Tammy - the factory owner

Tier 2 is available for unlock after progressing the story and you have two Perk points with that trader.
Monday - Barbara, the canner

Tier 2 unlock after doing her quest to survey the town folks about the Fishy Fishes product.

Tier 3 unlock after you take the quest to investigate contamination of the sea
Wednesday - Fisher, the fisher

Tier 2 unlock after doing his quest to clean up his boat for 4 days.
Friday - Karl, the farmer

Tier 2 unlock after doing his quest to mark the sheep for meat processing pick up
Sunday - Tammy, the factory owner

Tier 2 unlock after you completed her quest to investigate Barbara's spying on her

Tier 3 unlock after you take the quest to investigate water contamination

Tiers are tied to story progression and perk points.

I've used 2 perk points on each one of them but they still won't let me unlock Tier 2 :( Any help?
