On a similar note, I would place the information about lobbying the assembly with 4 pw at the end of turn 6 where it comes in the story. Because you've put it in turn 7, much later than it occurs, there is a chance someone not reading ahead will not do what is necessary to succeed with the formidable challenge of getting the reforms passed.
Also since we have investigated oligarch and not the old guards, we cannot arrest Lileas, right?
