Kuvaus
Decompressed textures to reduce blockiness, colour banding and green tinted textures.

This mod covers the entirety of the human character's textures, some material fixes and decompressed light/phong warp textures.
Also included are some fixed normal maps for human characters. You can find additional fixed normal maps here.

Not sure what you're talking about. I used the "1x-DXTDecompressor-Source-V3" model with chaiNNer on the textures (often twice for the face textures) and did any minor adjustments in Photoshop if needed

how many times you layered it with the color? I don't have the same results when i tried it myself with one time layer

I suspect the reason they got compressed so much is that they lost the texture sources for the character models from the 2012 era of Black Mesa and kept overwriting the same texture and editing the exported texture several times, or they used legacy VTFEdit which has a notorious bug that causes textures to get green moreso than Valves own tools.
