Start the Paris level.

When you get to the first intersection turn to the left.

Immediately ahead of you will be another intersection. The building on the right is the one we need to jump over and into. You'll see a lamppost in the center as shown in the second screenshot below. This may take a couple tries.
Quite unfortunate that the Paris Night Level doesn't work in the current build of the game. However, once you complete this jump and the map changes you should unlock the Who turned off the lights? Achievement.
