To get things started make sure EVERY AIRLINE has a rep. it can be a sales rep or whatever. it just needs to be a rep with an office

Step 2: Contracts

Next, you're going to want to get contracts with your airlines. Don't give away gates to easily as they will go away fast, use stores and offices as airlines like those and they are the easiest. Lounges help too (pay attention to the rating of the lounge). Commerical Fees as well as other fees will be the big key but those sort out themselves late game. Focus on lounges and offices.

BUILD A LOT OF OFFICES

Step 3: Wait

It's gonna take a while but enough contracts and reps should get you to at least 70% Interest!
