You play with user mods, the game got stuck on its very start and you see in Steam that The Tenants is downloading something...

Explanation
The Tenants downloads and install usermods while running.

If you try to open the game to main menu, then switch to Steam and subscribe any usermod (even click on "plus" icon of already subscribed mod), the game will (re-)download the usermod and will inform you about installation with "click" sound.

 
Sometimes the game failed to download the just subscribed usermod, so you will not find the correspondent item in the game after loading your save.

This can happen with any usermod. It happens regardless of the size, complexity and quality of the mod. This is just the another bug in the game, probably due to inaccurately writen programming code.

If you didn't get the "click" sound and message in the menu, probably The Tenants failed to download and install it.

The next time you launch the game, The Tenants will try to download the user mods again. This may take some time.
What you can do
- If you see download progress in Steam or the download indicator is "flashing", try waiting a few minutes. The game may download all the user mods and finally launch.

- Stop the game (via Steam) and restart it. Sometimes the game hangs while downloading user mods, so restarting helps.

- Try clearing the Steam download cache (see below).

- Try to un-subscribe and re-subscribe back to user mods. It's long and boring, but also works (see below)
How to clear the Steam download cache
Go to Steam -> Settings in Steam client.

Or you can click this icon on the Downloads page:

 
  
Navigate to "Downloads" and click "Clear Cache"

 
Warning: the Steam client will be closed as well as all games running in it

Then start Steam (if not re-started automaticaly) and launch The Tenants.

The game will still download some mods, but it will probably do so more quickly and successfully
How to re-subscribe your mods
1. Save your mods collection

- go to the Properties of The Tenants game (right click on the game in Steam library)

 
 
    

- navigate to Workshop page, click "Show Advanced Options" and then click "Save Filtered to Collection" (filter is set to "All" by default)

 
 
  

- give a name to collection, click "Confirm"

 
 
  

- go to Workshop and click "Unsubscribe From All" (it's in menu under "Your Files" on the right, -> "Subsribed Items")

- launch the game, wait for main menu

- open your saved collection in Steam and one-by-one subscribe back to your mods. Don't rush, wait for the game finished downloads and notified you about installation. If the mod didn't installed, click on the green "plus" icon on it (or Subscribed, then Subscribe) again.

 
 
  

- even if you subscribe again to all mods without a failure, you can expect that the game will re-download some mods on the next launch, but probably more successfully
