This guide you will achieve the highest economy and authority with a mixed approach.

It would be nice if you have Sordish Economic Recovery, just few extra funds. (Optional)

You will have the maximum economy 60+
You will have the maximum authority 35+
All religions happy
Marry Vina to Rico (optional) or keep her single
Power Projection +
Public Image +
Get Zillie +
No war with pale and get all the gas field

Regular Speech (don't break tradition)

Don't take Vina with you. nor in meetings

Full parades. For authority and PO.

No need for nobles concerts.

Do both Sallabes and Plavo for religious and tourism income.

Invest in Monteklar or Porte Drazon so we can get cultural projection.

Expansion of Crown Administrative Authorities
Bronaz Energy storage facility (because we are going to sell 2 energy to Rumburg per turn in turn 3)
Welfare Privatization (extra budget and energy)
Medium Global Energy sale
Military Equipment Factory (because equipment is good to sell for budget, and getting "arm exporter" is 1 pro business I believe)
Excavation of Topes Ancient Rezenid City (for tourism)

Turn 2

Fund ATA in zille (for negotiation power and it's needed for cultural projection)

Let Elena join you, Do both sordish deals, do wine & resort deal for tourism.

Statue of all in the family for authority.

Donate to Arufelde for morella opinion + cheaper in the future.

Ignore Malenyavists (we need the authority, but at the same time don't want to anger morella)

Talk good about Wehlen and Smolaks, praise him, and run towards the stand for negotiation power.

Decrees:

Expansion of Esquires offshore gas field
Medium Second Energy sale
Enact Inheritance tax
Extensive Geological Survey
Sovereign Transition and Clemency decree

Turn 3

Distance from su omina (for negotiation power)

Invest in Lucita intelligence and tell her about your father. If you had the option about Rusty to arrest him or get him in trouble also take that option.

Do big energy deal with Rumburg, When meeting with the queen take the option to completely cut off Wehlen.

Send Diplomat to Morella for opinion.

Don't do Rico's scapegoats, this idiot doesn't know what he is doing.

Drug routes converge, cut deals with merchants for 1 pro business points.

Tell Manus that you will not change the system if government but would be glad to work with him.

Allow Golcondists pilgrim passage for Golcondist opinion.

Promise health and education and don't send ship to gas field.

Buy gas field from Pales. (We need that +2 Pales trade deal modifier, and all that energy to sell)

Give 1 energy to Vendonesam

Don't vote for workers rights and take the golden coin from Rusty.

Raise stake to 45%

don't cooperate with whelen.

Be pro whelen and pro morella in your AN speech.

Energy prices drop, impose short term quotas -1 authority.

Do 1 budget bond deal with Sordland. you should have a +2 budget per turn Sordland trade modifier.

Sell first batch of military ships
Sell first batch of military equipment
Sell second batch of military equipment
Construct Zpana Hydroelectric dam
Havas mine coal development
Construct Benievon Wruchecist Sanctuary

Ban Bluds only

Fund nothing in Zille we don't need either of them.

Valenquires environmental crisis, implement restoration projects -1 budget.

Use specialist from university on Plavo.

Keep Lucita on investigating Wehlen using 1 authority. Put police in Iza under Lucita.

Dont give any campaign funding to RNC.

Gang war, back nefanders and crush the skinners. For PO and -2 drug trade.

Mitz meeting: say you will not nationalize but are open to changes.

Hegel midnight call: Agree to his deal, do 50/50 deal with Morella, give her the medallion you got from Rusty,

On your way back: give stricter labor regulations, energy agreement and speak with derdia as concessions.

Support vehicle factory (to get "arms exporter" which gives 1 Economic growth I believe)
Topes Consumer industry (to reach average industrial capacity)

Malenyevist strike: let the business handle the strike themselves -1 authority. (We don't wanna promise because we are not doing workers rights, and we don't wanna make things worse when we are not doing them, also letting the businessess handle it is 1 pro business also I believe)

Massive media campaign. (you should get exceptional global image right after)

Printing scandal, fine them.

Desecration of the sanctuary, denounce and call for unity.

Football: Rusty should be happy with you, so just have him give the RNC a landslide victory in return for him becoming economic advisor.

Exile of Aurento Zanteno, call for respect and harmony.

Decrees:

Housing for the poor (to make sure the RNC win)
Medium Energy sale

Deploy infantry division to Vendonesam

Council meeting RNC won. YAY!

Pale/Rizia Incident: Be very Diplomatic and peaceful. Pay 1 budget and blame Lespia ONLY.

note: it was lucita who orchastrated all this but we have to play dumb because she is doing the investigation.

Fund all religious charities.

Disperse media censorship protests for 1 authority.

Enjoy Signing the gas deal with Pale.

Don't let Sal into HOD.

Convocation of Wruchecist Clergy. Call for loyalty sermons. (This happens because we have good Wruchecists opinion.

No support to anything in Zille.

Give air force, naval forces or tanks to Vendonesam. (It should be the same amount of support.)

Derdia visit: Do the flight and have Titus lose. Always be respectful in dialogue. Do the meditation first, and then have him agree to a energy deal. (Now because his opinion of you is good, the energy deal should give +4 budget per turn instead of only 2).

Oath of Dastnurist elders: Loyalty sermons +2 authority.

Host gatherings of faith. +1 authority.

During the meeting with Hugo he would suggest you to take care of Manus, at this point call him and tell him to break up with your daughter in return to pardon his mother, do it.

note: it is optional if you want Vina to marry him Rico or not

Improve Aureus environmental protections.

Axel visit: He wants to join GRACE tell him to pay you 1 budget for getting him into Grace. then tell the queen about it

Large second energy sale
Sallabes Consumer industry park
Havas consumer industry

Turn 8

Vendonesam wins: chose the world knows about our might.

Security meeting. Lucita informs you about the zillie incident but no matter what Don't release evidence because we need it to blackmail Lespia's president.

Invest in pharmaceutical industry (pro business points)

Meeting with Alvarez: Tell him you will get rid of the evidence if he votes for nationalization of MITZ also do lespia energy deal, if you had the option to get rusty evidence from Lespia try to get it.

Surplus of medicine. Send surplus as foreign aid to AN.

Support Morellian Derdia with minimal effort

Decrees:

Porte Drazon Stock exchange
South Merkopan university of Theology
Investment in public transport infrastructure
Remove Death penalty
Allow free press
equal gender pay

Appoint Elena as stock exchange leadership.

In council meeting spend 2 budget on economy. Arrest Rusty.

Nationalize RRG by buying cheap shares, NOT by force.

Grace trade grows. Energy provisions. +2 budget per turn.

Wehlen negotiation. Give him oil import or gold for 3 budget, and then your mom's house. (this is the only part that I wish can bypass but that sacrifice had to be made)

Reject Derdia and Wehlen mediation.

Decree: Tax credits for businesses.

Royal Wedding: up to you if you want to fund or not. **OPTIONAL**

Turn 9

Out Zille under central government.

Make RRG a state publicly traded cooperation (this option is because we did stock exchange, and it gives us 1 pro business and 1 budget per turn.)

Tea with queen Beatrice: for the tea etiquette just use middle, outer and inner spoon.

Decrees:

Legalize Illegal Substances
Non wruchecist tax
Energy Subsidies for industries.
Sell first batch of support vehicles
Sell fourth batch of military equipment
Buy military ships
Sell military ships
Buy military subs
Sell military subs (To get army exporter modifier)

Turn 10

Decrees:

Permanent Work permits for labor hands
Residence and work permits for foreigners.
Change state religion to nurity

Birthday party- When you decide to gift your mom a birthday gift select the first option, something with gold. she likes gold.

Turn 11

Choose Nurity as what you will teach at the university. For extra opinion with every religion.

At his point you will have MAXIMUM authority and MAXIMUM budget, for energy you are independent and made sales from in and out

and play the rest the way you want. GG

You should get at the end "The lawgiver" and also the achievement.

Ending

So i'm not sure how updated it is, i followed literally step by step and ended with +33 budgets (+64 -31) and +27 autority (+32 -5). of course some steps from game were missed, but yea. that's how it went

I played again on normal and the problem was that I hadn't taken Rusty's big loan. With Rusty's money those break points are smoothed over so if it's not too much of a pain maybe specify that we should do that

However, on Turn 6 I now have a bit of weirdness because I never got the print scandal event so I didn't fine them which meant I didn't have enough money to do the housing for the poor initiative. And I couldn't do the third medium energy sale mentioned right after that because I only have two energy. So I'm pressing forward from there but I am a bit concerned if that will screw something up for me later.

Also gave full rights to Wehzek citizens which idk if I was supposed to do or not.

Hey Oloroaldy, Thanks for the comment, this run was played on normal difficulty on the latest patch, could you please double check if you have missed something on turn 1? hopefully they haven't added any patches to the game, This run was made on 1st of August, I hope they haven't changed anything in the game.

Keeps breaking early on.

I had a problem where Sovereign Transition and Clemency disappeared on me at end of turn 2, not sure if it happened after the Duke cornered me after the inheritance tax thing or what, doing it earlier worked.

After that realized I was short 1 budget, couldn't do Geo Survey or else if I did all the decrees at the start then the Morella donation option never showed up due to only having 1 budget left instead of 2

I kept on but next turn I was short of the money to launch crown supreme campaign but also short on authority to launch crownland privitization so I guess the order you take decrees is important and different than here.

For next time, did you do some other stuff to get money in the early game? I refused the loan from Rusty since I took the not saying anything about it as don't do it and was playing on normal. Should I play it on easy and/or take the loan from Rusty or how did you get the necessary money
