I wanted to make this mod because I've been itching to, for years. I'm obsessed about the refrigeration cycle. I didn't look into the HVAC mod in detail, but I like their graphics.
Whilst I like it, what could make this better than the expanded HVAC one?

I mean that the other mod permits to dump heat in liquid AND gases (ANY liquid and ANY gase), whereas this mod is limited to Chlorine only and, if I understand, you have to use radiant pipes to hot (or cold) zones in order to cool/heat them. Plus, you'll have evaporator and condenser buildings.
Now, given that Chlorine has such a low Specific Heat Capacity and Thermal Conductivity, in addition to being only 1kg per packet inside the pipe, wouldn't use it as a first choice coolant gas. Neither as a second choice, perhaps; or even not as third choice too, maybe.
Am I wrong in my assumption and/or I failed to understand how this mod works?
