The Modifiers
Paraphrased from the dev on the game's Discord:

Far-Sighted: Enemies can see further
Perceptive: Enemies can hear further
Fast: Enemies move faster
Hyper: Enemies have faster reflexes (faster turning speed, aiming speed, and reaction time)
Temporally Enhanced: Enemies move faster during Focus
Suppressive: Enemies shoot at your last known location for longer
Meticulous: Enemies will look around longer if they hear something or see that someone has died. (This is when they stand still and point in random directions)
Cautious: Enemies don't always chase the player upon hearing gunfire or spotting the player. Sometimes, they'll move a little bit further away
High Velocity: Enemy bullets are faster
Rapid Firing: Enemies shoot faster
Steady Handed: Enemies have increased accuracy
Armored: Enemies have more health
