I did a little experiment to find what cutting tools and blunt tools consume the least amount of health when crafting items and base building. In most items and base building elements they are listed as a component, "any cutting tool" or "any blunt tool" as it says in the tool tip.

Different tools wear faster than others. Some are more expensive; while a Katana is degraded more slowly, you don't want to use it for crafting or basebuilding because its rare and expensive, and grinding stones should be reserved for repairing weapons that you intend to sell at the trader or your main melee.

1/1 is considered one use. I confirmed the results by crafting items that require a lot of uses combined with no survival skill to find the closest round number. Basically, the lower the number the more efficient it is.

My recommendations: use metal pipe, wrench pipe or shovel for blunts. Use shuriken, MK5000, Hunter or Scout for cutting tools. Other items should be sold/traded/discarded or have other specific uses (eg. Metal Saw should be used when cutting sticks since it has a higher yield). Cosmetic variants were tested and perform exactly the same as the default variants.
