The order of cards that Lilis will kill are: Villagers first. If no Villagers then Outsiders. If no Outsiders then Evil aligned cards as a last resort. It's pretty useful if you can get an Evil out of the game before all cards are flipped (except when Puppet is the one KO'd since they tell the truth).
