Responsible Fantasy Warfare - Battlemage Nerf

Responsible Fantasy Warfare Add-on - can also be used standalone without Responsible Fantasy Warfare.

Nerfs battlemages to not have more than the 6 vanilla pips. This only affects most common ways of getting a battlemage, including making your ruler into one. Monuments and missions still give the normal battlemages. This was mostly done to ensure compatibility, but if there's a bigger demand to change those too I'd be open to changing it.
