This scenario hypothesizes a future conlict between German/Lithuania and Russia in Kaliningrad Oblast. A full incursion will take apart along the Russian-Lithuanian border.
Though Kailiningrad Oblast is initially poorly garded by the 11th Army only, soon shall Putin make his response. Bundeswehr and Lithuania armed force will encounter the Leiningrad Military District. This includes 3 German Divisions, 3 Russian CAAs and 1 Lithuanian Division.

Notes:
All TOEs and OOBs are referenced to each nations' army building program expectation till 2028. This means the Russian losses during the Ukrainian war had not been taken into consideration. And Germans/Luthianians' army expansion plan had been carried out well. This scenario does not represent the actual state of both sides in 2028.
A ceasefire status is set at Turn 1, allowing both sides to adjust their positioning.

Rules:
Considering the dense air defense network of Kaliningrad, it is unlikely that the air forces of either side will be able to gain control of the air supremacy. Therefore German Airborne Units are not expected to land at any ennemy ZOC.
