Junkyard and Fishery

Adds the Junkyard workshop, Rags commodity, and increases the utility of Fisheries. Junkyard consumes a small amount of Lumber, Masonry, and Metal to operate at maximum capacity, it generates driftwood, coral, scrap metal, and rags, while also crafting them into the consumable commodities to fulfill province needs of Clothing, Lumber, Masonry, and Metal. Rags are generated by the Junkyard and Fishery, crafted into Burlap by Junkyard and Clothier. Fishery is rebalanced and is now able to generate Rags and Water in addition to vanilla functions. This mod will cause any captains that play on it to be flagged as modded. Remember to hold Left Shift while continuing and accepting to apply changes to an existing campaign.
