The instructions on the old forums accessible via the Wayback Machine are a bit confusing. Here are updated instructions for the Steam version of the game.

Install
The installation instructions on the forums are a little confusing, and took me three tries to get it to work. For those who come after, you can open the .aod archives the instrucitons mention, with a program like WinRAR.

Do not unpack these archives, just open them with a program like WinRAR and paste the required files into them.

Instructions for the Steam version of the game:
1) Download the CommunityEdition mod and unpack it to
\steamapps\common\Age of Decadence\mods
now you'll have:
\steamapps\common\Age of Decadence\mods\CommunityEdition

2. Open the following archive in winrar:
\steamapps\common\Age of Decadence\art\datablocks.aod
and copy the files to it from
\steamapps\common\Age of Decadence\mods\CommunityEdition\art\datablocks

3. Open the following archive in winrar:
\steamapps\common\Age of Decadence\art\gui.aod
and copy the files to it from
\steamapps\common\Age of Decadence\mods\CommunityEdition\art\gui

3. Open the following archive in winrar:
\steamapps\common\Age of Decadence\art\terrains.aod
and copy the files to it from
\steamapps\common\Age of Decadence\mods\CommunityEdition\art\terrains

4. Copy the two folders from
steamapps\common\Age of Decadence\mods\CommunityEdition\art\shapes
to:
\steamapps\common\Age of Decadence\art

5. Copy the "The Broken Bridge.grid" file from
\steamapps\common\Age of Decadence\mods\CommunityEdition\levels
to:
\steamapps\common\Age of Decadence\levels
Verify
Launch the game and start a new game. You should see "Awesome Veteran" as an available background in the first page of character creation:
