to get the slaves to spawn, you must kill enough villagers to make spree hate you, then proceed to kill more until they give up and accept your rule, return to the tower and come back for a cutscene to play

this is considered several evil/corrupt actions so keep that in mind if you are trying not to do an evil playthrough

#1 is located right as you enter mellow hills, consider it a free slave



#2 resides right past bobs farm, near the entrance to a sheep pasture



#3 is in the sheep pasture near the mellow hills main entrance, near where the minion totem is in the water



#4 is to the left of the main entrance of spree in the middle of the road



#5 past archie in sprees townsquare



#6 over by the arcane mana pit in spree, just past the sheep



#7 past the fields spree managed to "save from the halflings", inside the sheep pasture containing rams



#8 by the bridge leading to the halfling work camp, shes standing by the roasting meat



#9 past the arcane blood pit near the halfling work camp, guarded by her brothers



#10 over in the sheep fields next to the halfling work camp entrance, guarded by her brothers
