Jerome's
Jerome's apartment (5th floor, door on the right) has a lot of video game references.

But this one is catching eye,

 
because Ryu blinks, - rarely, once or twice in the minute, but blinks:

 
(I'm not sure this effect was in the day of release)

This screen is a reference to Street Fighter II Turbo game, with all characters drawn as they were in game, with Ryu selected.

That game had a cheat that allowed you to summon a secret powerful character, Akuma.

In the original game you needed to hover over certain characters for a few seconds each: Ryu, T.Hawk, Guile, Cammy and then Ryu again.

To unlock the easter egg you need to click on the characters in this sequence, which is illustrated below

 

Your secret fighter will appear on the place of Ryu's portait, along with a special sound.

 
Congratulations! You have found the 4th easter egg!

If this was the last easter egg you found, you can head down to the foyer to look on the Golden Hare in the last section of the shelf

Thank you for the guide and the labelled picture of the order! (Especially since I read the hint-based guide you linked and couldn't even guess the game name to start googling.)
