DLC rods do not count for achievement, that is pretty much confirmed and it would not really make sense to lock main game achievements away behind a DLC.
-- There is a Fishing Rod next to final boss room just outside on top-right where you need to first drill and then magnet it, the rod is called Ex-Garlibur. After this rod you get both the So many sticks! and the Well Equipped .
-- The star system of fishes is by the weight, even if generally you can also guess by the level. I had a fish range lvl 24-29 and after a lvl 28 it gave me 5 star. I guess it went past the 5 star threshold by 0.1 while also keeping the 4 star level.
--- The total number of equipment without DLC for achievements is: 19 Fishing Rods, 16 Hats, 12 Rings, 14 necklaces
Since I don't have the DLC, I don't know if it counts towards the achievements, this can be easily done by somebody with DLC but no achievements. If they got the So many sticks! without getting the rod next to final boss room, then they do count.
When I speak to the Statue of Thidon all the skills are unlocked, what am I missing?
