I went and downloaded version 1.1.8 and it worked!
The number at the bottom should not matter, as plutonium installs the latest version.
If mw3 launches properly with plutonium, then we know its an issue with the lan launcher.
if mw3 doesn't properly launches with plutonium then we know the issue lays with plutonium.
Then when that is done, go to the Lan launcher and look if the install path is correct. Black ops, Black ops 2, WAW and MW3 are installed standard in C:\Program Files (x86)\Steam\steamapps\common but Each have a different folder.
You can click browse in the Lan Launcher and then navigate to the folder where the game EXE is.
For example mw3: C:/Program Files (x86)/Steam/steamapps/common/Call of Duty Modern Warfare 3
The files for both games are in the same area. I've uninstalled and re-downloaded mw3 multiplayer on steam to try and reset the files but that hasn't worked either. If you have a diagnosis it will be appreciated sir.

I don't know how the website looks when ad blocker is disabled but it could be that an ad showed an fake download link and you accidentally clicked on that.
