The Game can look very good when the right graphic settings are applied.
Here I want to share the Settings I found out that look the best (in my opinion)

Vision Distance = Max
Objects Detail = Max
Grass Density = Max
Textures Detail = Max
Anisotropic Filtering = Max
Antialiasing = FXAA
Sun Shadow = YES
Grass Shadow = YES
Lighting Distance = Max
NPC Flashlights = YES
Shadows Quality = Max
Grass Rendering Distance = Max
Wet Surfaces = YES
Depth of Field = YES
Screen Space Shadows = YES
Screen Space Reflections = YES
Async Compute = YES
Screen Space Global Illumination = OFF (Causes strange flickering, blurryness and image artifacts, no, not the good ones)
SSAO mode = HBAO
SSAO QUALITY = high
AMD FSR = FSR
FSR Sharpening = YES
FSR Sharpness = MAX
FSR Frame Generation = OFF
FSR Mode = NATIVE


I hope this helps making your game look a bit better.
I found out that Global Illumination is the Problem.
