Unlocking the frame rate
By Billy Never Die
This guide will help you unlock the frame rate and in result you will be able to play Red Orchestra 2 with a much smoother image.

Red Orchestra 2 has the frame rate locked at 62 fps, so if you own a monitor with a higher refresh rate than 60Hz (in my case a 120Hz monitor), your monitor can't achive its full potential.

Your display performs best if games frame rate matches monitors refresh rate. If the frame rate is lower, game will be laggy and if it is higher, it will cause tearing. If your display has a refresh rate of 120 hertz, it is best that the game runs at about 120 frames per second.

ROEngine.ini
Locate the ROEngine.ini inside: "C:\Users\User\Documents\My Games\RedOrchestra2\ROGame\Config" and open it with Notepad.

Locate a paramter that looks like this:
bSmoothFrameRate=TRUE MinSmoothedFrameRate=22 MaxSmoothedFrameRate=62
Set "MaxSmoothedFrameRate=62" to "MaxSmoothedFrameRate=122"

Note:
  • The value of MaxSmoothedFrameRate doesn't have to be percise. It can be a few unites higher or lower, that doesn't make a noticable difference.
  • If you own a 144Hz monitor, set MaxSmoothedFrameRate=144
  • Setting "bSmoothFrameRate=FALSE" will uncap the limit, but only to 90 frames (that is not enough for a 120 or a 144Hz monitor).
  • For some reason some people have more of these parameters then others, so just set the ones you see.

Find all the remaining MaxSmoothedFrameRate lines (you can use Ctrl + f) and set their values as you did above.

Testing
Launch Rising Storm/Red Orchestra 2 and join a server. It should be obvious that your image is much smoother, but you can still make sure that your framerate is really unlocked.

Open the console with "~" (key on your keyboard below ESC) and type in "Stat FPS".

There should now be a frame counter in your upper right corner. If everything was done correctly and your computer is able to run the game at 120 frames, then the counter should be showing you that your game is indeed running at 120 fps.

EDIT: 18. 6. 2018
People keep saying it isn't working, maybe the developers changed something. idk I don't play this game anymore.

There are two of them, because one is for Red Orchestra and another one is for Rising Storm.

It works but you should set ROEngine file "read only" in file properties. Launch the game, set desired graphics settings, then edit ROEngine file and set "read only" attributes to block graphics settings reset or change. (This wont affect controls settings, so you can change them any time without touching this file).

Bear in mind that you should uncheck "read only" if you want change graphics settings, then change settings and set "read only" again, otherwise game will reset graphics settings every time you will launch it.

I just got it to work now, you need to change ALL incidences of "bSmoothFrameRate=TRUE
MinSmoothedFrameRate=22 MaxSmoothedFrameRate=62", I had to change two, so ensure you have done that.
