We're not talking about the individual config files though, are we? We're talking about the in-game interface, which to be clear, is the list you get when you click the 'Mods' button in the settings for a world. Nothing else. You're complicating the argument with elements and parameters that weren't part of the original debate.
The usage of the word 'priority' means only one thing in this context; which mod's effects will ultimately be applied. Yes, priority can mean 'which comes first' in some, in fact probably most, scenarios, but again, context .
Sorry to say but I think the confusion is in your head. I've not seen anyone else debating this, and my own testing proves you wrong.
Now go to the save settings and you'll see the order in the mod list interface:

If you add Rich HUD Master (https://gtm.steamproxy.vip/workshop/filedetails/?id=1965654081) in the game interface and put it third on the list, then confirm and exit to the save selection window, the Sandbox_config.sbc file will be overwritten, and you'll see in this Sandbox_config.sbc file that Rich HUD Master is now first on the list, followed by your second mod and Configurable Parameters, which is no longer correct.
To summarize: in the game interface, mods are loaded in order from top to bottom, in the Sandbox_config.sbc file, mods are loaded from bottom to top (from the last one specified to the first one specified, i.e. in reverse order), this also applies to the dedicated server.
If you want facts, here they are. What's written in the "official" wiki gives rise to a whole host of misinterpretations. To test how mods load, try this experiment:
Create a clean new world (save file)
Add one Configurable Parameters mod (https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2422592854) . On the mod page, you'll see a dependency on Rich HUD Master (https://gtm.steamproxy.vip/workshop/filedetails/?id=1965654081) .
This dependency will load automatically (don't download or add it yourself now, for the sake of clarity) and won't appear in your mod list. It will be added to the Sandbox_config.sbc file, and in that file, it will be listed below the Configurable Parameters mod. In the game interface, add any other mod so that it appears below Configurable Parameters. Load into the game and exit, saving your world. Then go and open the Sandbox_config.sbc file and enjoy the order:

The official wiki says mods load from bottom to top (https://spaceengineers.wiki.gg/wiki/Mods , Load order section).
Google AI initially states they load from top to bottom, but then contradicts itself several times in one paragraph. Is that where you got your information from?
