Skipper Calls Out Echolot

Description
Allows the skipper to verbally call out the Echolot reading.
The text log will have a incongruity that the skipper is calling out the depth to / for himself. This will not be fixed.

Savegame compatible and uninstalls cleanly.

@Ethrigger "Allows the skipper to verbally call out the Echolot reading." I'm unsure how to more clearly state the simple effect of this mod, sorry.
