So I ran a test with only UI Overhaul and these mods and was still running into the issue of the Support Specialization zones only having 3 building slots. I think I found the issue though. If you look in 00_zone.txt there is some code that may be causing the issue. If this isn't the issue then I have no idea what is happening.

Yah, I thought so as well so I have it installed and I am still running into the issue. Would you like me to share my modlist?

It's possible another mod is overriding this one. Try installing BPVMBS Compatibility.
