This game has basically two problems now:
1) it simply doesn't start, at all,
2) it starts, but there's no sound in the very first videos.

Both of these problems are actually quite easy to solve. I will describe what helped me personally, and most likely will help you too:

1) Click PLAY in Steam, then select the display settings option from the menu that appears.

2) Specify your screen resolution, apply, and close the settings window.

3) Then download the file dinput.dll from here:
https://github.com/elishacloud/dinputto8/releases

4) Now download dsound.dll ver. 6.2.9200.16384 - 32 Bit (x86) anywhere on the Internet. I got it from here: https://www.dlldownloader.com/dsound-dll/
It is very important that the game requires EXACTLY this old version of the library, and no other version will solve the sound problem! If you want to check that you downloaded the correct version, then the MD5 sum for the version suitable for this game is: a97542f6c1b3c99e739e6d2a79c1e1a3

5) Place the downloaded files dinput.dll and dsound.dll in the game folder. For me it is here:
... /SteamLibrary/steamapps/common/Star Wars Episode I Racer/

6) For those who (like me) use Linux, you also need to do this: in the game properties in Steam you must specify the following launch parameter:
WINEDLLOVERRIDES="dsound,dinput=n,b" %command%
If you use Windows, you don't need to do this step.

That's it! Now you can launch the game and (I hope!) everything will work fine for you too!

If all else fails, but you still want to play the classics, you can do it this way: install an emulator and play the console version. That's what I did in the end, because some games are much easier to "revive" on an emulator. And the graphics can be improved a little here and there (in the emulator settings). I bought Star Wars: Racer and Star Wars: Starfighter on Steam, even configured and launched them, but I play them now on emulators, because it just turned out to be more convenient. I bought the games on Steam, so my conscience does not reproach me for using the old console versions that have long been out of stock. Specifically, SW: Racer is best taken in the DreamCast version: it is not cut down in comparison with the PS2 version and works exactly the same as the PC version. The graphics are identical. On Linux, I use the Flycast emulator. But SW: Starfighter I launch through the PS2 emulator - PCSX2.
