Steyr - Austrian Team Mod [WIP]

Work in Progress

Adds a team based on the Austrian weapons and vehicle manufacturer Steyr to the game. (replacing Hemlock)
The team starts with a predicted finish of 10th (hardest difficulty) for extra challenge, all vanilla teams have been reranked accordingly.

Current Features:

* Team name and logo
* Custom livery reflecting the teams origin (edit of Hemlocks livery)
* Custom race suit design
