Introduction
This guide is a possible fix for ITR2 performance (stutter and ghosting) problem. The game was unplayable for me (due to artificial motion sickness) until I did all the action described below. All the options described in this guide were tested only on one set of hardware and software (mine), so it could not be a solution for everyone. You can try this or wait for game optimization updates, it's Your call. I am telling in advance that the final image could not be as beautiful (may be a bit blurry or pixelated), but that way it works (for me).
Hardware and Software
PC specs:
i9-10900F 2,8GHz
32GB RAM
RTX 2080 Super 8GB

VR specs:
Valve Index
Valve Knuckles (Index controllers)

VR software:
SteamVR (without any Virtual Desktop and etc.)
Game related settings
In-game graphic settings:
  • Everything is set to " Low "
  • Resolution is set to 90%
  • " Experimental optimization " is DISABLED
Headset related settings
Headset settings through SteamVR overlay settings:
  • " Motion Smoothing " is DISABLED
  • Screen refresh rate is set to 90Hz
  • Per eye resolution is set to 106% (default was 150%; SteamVR suggested for 90Hz is 112%)
Engine config file edit
ITR2 game engine config file edit:
1. Go to: https://www.nexusmods.com/site/mods/1035?tab=files
Disclaimer: it is not my mod/config file, I am just using it in my solution. All kudos and likes for the config file go to config file creator on Nexus Mods.

2. Download one of two files (I used the second one).
3. Navigate to engine config file.
Path: %localappdata%l\IntoTheRadius2\Saved\Config\Windows\GameUserSettings.ini

4. Open it with any kind of notepad (I prefer Notepad++ for readability).

5. Backup GameUserSettings file. Copy all the lines of downloaded file at the end of GameUserSettings.ini

6. Save.
Tip
You can check performance change live by enabling GPU Performance Graph in SteamVR overlay settings under Developer tab (if Developer tab is not present, enable/show Advanced Settings).

This graph will show response time in milliseconds with a max allowed response time cap (according to selected refresh rate). All You can do, is tweak in-game graphics settings (not all graphics settings decrease performance that much, so I changed View Distance to " Medium ") so Your actual response time is lesser than the max response cap. Otherwise, You will experience stutters and ghosting.
Conclusion
This was my solution on possible performance fix and getting rid of bothering artificial motion sickness. After the fix, now I have more interest in playing and progressing through the game. Yes, at the end graphics look like a VRChat Unity created map or, like graphics from PS VR 1 time, but I am here more for the gameplay than visuals. Game became more fun for me and that is more important for me right now.
