If You're having FPS issue, game stutters etc.
And you have NVIDIA (should work similiarly for AMD users)

Try this, and it did worked for me:

1. Go into Nvidia Panel
2. Go into 3D settings
3. Add "Taxi Life" as new program if it's Not on the list yet
4. Find "Max framerate" setting and set it to 60FPS
5. Save.

Now launch your game and enjoy smooth gameplay as long as your hardware can handle game requirements.

PS: Issue of this game is that it tries to run in fps that equals to your Screen/Monitor refresh rate.
In my case it did try to run game at 165FPS because i have 165Hz screen. This is what caused stutters, especially while turning.
Ingame there's lacking setting to cap FPS to 60, and this is causing performance issues for, I believe, most of people.
