The Short Answer
Yes.

REFramework is safe to use.
The Long Answer
It depends on how you use it.

In general you can say that

You cannot get banned for using REFramework.

You cannot damage your savegame for using REFramework.

REFramework itself only affects the way your game loads. It does not affect the game itself, your savegame or other players. Technically, it does not modify the game files in any way, and is launched alongside a game like ReShade, Steam Controller Input, Nvidia's DLSS or Microsoft Direct Storage.

You could compare it to the Super Game Boy, where the cartridge's contents remain the same, but the way you are able to play the game differs.

When using REFramework you are not modifying any game data.

That is... until you use REFramework to do exactly that.

You can use REFramework to load modified game data into the live game, and you can also use REFramework to create game data that should not exist, creating new game data that is considered incompatible, or at least illegal, by the game.

This can corrupt your savegame forever, and it is even more problematic if this illegal data affects other players.

While you are on your own if you corrupt your own savegame and no one else's, you are a nuisance to other players if your illegal game data corrupts another player's savegame.

In addition, by creating illegal save files, you are also violating the game's End User Licence Agreement (EULA), creating a situation in which you may not only be banned from multiplayer interactions, but also face legal action.

While you are not allowed to modify your own game as part of the EULA, we like to make a distinction between whether it is just you or others.

Why?

Because there is no software nor service which would check.



Currently, no one can tell if you are using REFramework or not, as the scripting and modding platform itself runs entirely locally on your PC. It does not transmit any additional data stream that would identify you as a REFramework user.

To detect REFramework, you would need additional software to make sure that the game files are all exactly as they should be in the game folder, nothing more and nothing less than what is already there. A checksum checking software that compares the files and sizes with what is registered with Steam. Like an extra anti-cheat software.

And even then, there are ways to modify the game files - but that is another story.

The introduction of such additional anti-cheat software is highly unlikely, as it would have to be identical to the PlayStation 5 version. Monster Hunter Wilds is technically a console port. The game files you see on PC are identical to the Playstation 5 version. The only difference is the loader.

Technically, many of the mods that are used on the PC can also be used on the Playstation 5 version of the game.

Only if you share modified game data will there be any indication at a glance that you are using mods.

But even then there is no automatic check (yet) which checks whether the game data you shared is illegal or not. So while you must not disturb other players with sharing illegal game data in multiplayer - if the other participants you play with are okay with it, the game will not be able to prevent you from doing so.

In such situations, it is assumed that all participants are aware of the risks involved and will take care to avoid detection by third parties.



To Protect Yourself from Savegame Corruption
Quit the game without saving.

If you find yourself in a quest with a mod user who is sharing modded content in the form of a quest or unnatural damage or reward output of any kind: Quit the game without saving.

The game's autosave feature will not kick in until the quest has been completed.
Before then, you can safely exit the quest without worrying about your savegame being affected.

REFramework is safe to use.

Using it to create illegal game data can cause a risk for yourself and others. If you want to use it for such, make sure to launch the game in Single Player or Offline Mode.

Even players who are not using REFramework can get affected.

Capcom has no plans to go actively against mod users.

Capcom has announced to go actively against accounts participating in fraudulent ranking activity by implementing countermeasures in the future. That is not a wide sweep against mod users and will be limited to ranking activities in which data has to be shared between players.
Best Practice
Using REFramework is fine.
Especially if you do it for yourself, and only yourself, without affecting others.

REFramework has proven to be a great scripting platform and modding framework that not only allows mods to be used to improve gameplay, but also helps with the way the game loads, alleviating and even counteracting many performance issues.

REFramework itself is safe to use and the rest depend on the mods and scripts you are using REFramework for.

As long as you are not harming others, there is no reason for Capcom to take action against you or REFramework itself. Capcom cannot prohibit you from changing the way you load the game, whether you are using Windows or Linux, using an OLED TV to play, or streaming the game.

It would be futile for Capcom to go against something which is not against the EULA, and too costly on top to be interested in such to begin with.

Only if issues occur by malicious players affecting other players' gameplay - only then - Capcom will be forced to take action. But so far, without an extra software to check your PC whether you are using REFramework or not, it will remain a case by case matter based on individual player reports.

Do yourself a favour and make backups of your savegame, whether you use mods or not.

I believe that any game that allows mods is a great game, because it allows for more than just third-party tweaks and fixes. Mods allow a community to grow, to challenge the developers with user-generated community content, and to keep the game alive for many years to come - well beyond the "natural" life cycle of a game. Mods are "boundary pushers" that can enhance your personal experience with a game.
