Emergency Dash Bulldriver Fix (B41/B42)

Note: This mod only works on emergency Dash Bulldrivers.

This mod fixes an issue with all of the emergency Dash Bulldriver lights on Build 41 and 42. I'm surprised that these haven't been fixed yet.

Build 41 Fixes:
-Active lights of the Fire Department Dash Bulldriver now appear red instead of the reused yellow lightbar texture.

Build 42 Fixes:
-Active lights of the Fire Department Dash Bulldriver now appear red instead of the reused yellow lightbar texture.
-Lights of the new police Dash Bulldrivers now work instead of appearing black.
-Lights of the new police Dash Bulldrivers now actually flash red and blue instead of just red.
