Passive Skill explanation
This guide will explain the effect that Kousaka Shizuru obtained with her relatively recent renewal known as Seed Bomb.

What is Seed Bomb?
Seed Bomb is an effect triggered by Shizuru's passive skill, Bloom, it is considered a debuff and is applied to enemies when struck by specific moves. Seed Bomb will trigger either when an enemy is defeated or the 6 second duration expires, dropping one of 5 differently coloured flowers, either red, blue, purple, green or yellow, like other items, these flowers will be automatically collected when all enemies in the wave are slain. As well as the effect of dropping these flowers upon expiration, it will deal area damage upon expiration but reduces the speed and defense of the enemy while it's active.
Skills with Seed Bomb
Out of all of Shizuru's skills, only 3 apply the Seed Bomb effect, and they are;

Plant Invade
Attack Type: Ranged
Command: Hold Attack
Cooldown: 14 seconds
Description: Shoots a cluster of vines that knock the opponent up into the air.
Supporter Skills;
1 Protect: Plant a seed bomb on the target.
2 Protect: 2 more clusters of vine are shot.
3 Protect: Critical damage increases by 250%.

In my personal opinion, only use this skill with a Protect build, as specifically needing a Protect Supporter for this skill to have Seed Bomb is a bit annoying. Also has the longest cooldown of the Seed Bomb skills.

Plant Wall
Attack Type: Melee & Ranged
Command: Dash upon being hit
Cooldown: 11 seconds
Description: Creates a wall of moving thorns on the spot which perform continuous attacks. Enemies hit by them are inflicted with Seed Bomb.
Supporter Skills;
2 Assist: Reduce the enemy's damage by 25% for 10 seconds.
2 Protect: Reduce the speed of enemies hit by 20% for 10 seconds.
2 Suppress: Reduce damage taken by 25% for 8 seconds.

Rather useless on ranged enemies, but very useful on melee enemies. The fact it has Seed Bomb naturally helps.

Whip Shot
Attack Type: Melee
Command: Dash -> Attack
Cooldown: 9 seconds
Description: Swings a whip in a cone shape toward the front, delivering an area attack and inflicting Seed Bomb to enemies hit.
Supporter Skills;
Assist Main: Damage dealt to enemies increased by 12% for 10 seconds.
Protect Main: Reduce the speed of enemies hit by 10% for 10 seconds.
Suppress Main: Decrease the defense of the enemy that got hit by 20% for 10 seconds.

Probably the best of her Seed Bomb skills, as it doesn't require being hit and has the shortest cooldown of the 3. Only caveat is that although it isn't mentioned, for Seed Bomb to be applied to the enemy they need to get hit by the vine that appears at the end of the move.
Seed Bomb Flowers and what they do
Now for the core aspect of the effect, the flowers that drop when the afflicted enemy dies or the effect expires. An enemy is guaranteed to drop a flower if struck by a move with the effect, you will know if an enemy is afflicted, as they will have this icon over their head;

As for what each flower does;
  • Red: These flowers will restore HP, seems to heal roughly the same amount as the potions, if not slightly more.
  • Purple: These will increase your Particle gauge by 20% (2 Spheres)
  • Green: These will increase movement speed, seems to be roughly double speed and for about 6 seconds.
  • Yellow: Grants Super Armor, but only lasts approximately 2 seconds.
  • Blue: Increases damage dealt, unsure on amount, but lasts for approximately 6 seconds.
Conclusion
I have no idea who needs this guide, but just felt like writing it. Nevertheless, it is useful information to have as the speed and defense reduction and the area damage of the debuff is only mentioned in the icon guide, nowhere is it mentioned what each colour flower does or that the debuff is only applied near the end of Whip Shot's animation.

Shizuru's Bloom passive and the Seed Bomb debuff have made her much more fun to use in my opinion, as I feel you can play a bit more recklessly with her now as she has possibly one of the best rates of HP recovery (still doesn't beat my Asagi's ~100k heals from Rakusenka) with the red flowers and possibly one of, if not the best particle generation rates due to both her naturally high hit count and the purple flowers dropped by Seed Bomb.

Although, Bloom and Seed Bomb are strictly PvE-centric, as PvP rounds typically do not last long enough to reap their full benefit, the most you will get out of Seed Bomb in PvP is the speed and defense decrease.
