First, make sure you have chisel boon unlocked from the vending machine, and if not - unlock it

Since we will need to draw chisel in game, we want to maximize our chances of doing so. This can be done by disabling other optional boons from Profile->Bans or Unlocks->Bans menu.
Just click on everything but the chisel:

I recommend starting as a Sailor to guarantee an anchor on the first turn, as well as Ascendant difficulty to ensure an easy victory

Place an anchor at the bottom, and play normally, hoping to get a chisel boon. Once you get it, place a chisel next to the anchor, but on the row above it, and make sure it points towards it. If not, click on the chisel until it does. After the next ball drop chisel will move the anchor to its place and you'll be able to repeat the process until the anchor is all the way up

Now you just have to win, which shouldn't be difficult if you chose ascendant
