At the top of the shelf along the northern wall of the West Office, Claire and Leon can find a Mr. Raccoon toy nestled among some cardboard boxes.

STARS Office (2F)
Claire and Leon
On a desk near the southeast corner of the STARS Office, Claire and Leon will find a Mr. Raccoon toy behind a computer monitor.

Firing Range (B1)
Claire and Leon
After you leave the Police Station proper through the Secret Room, you’ll resurface in the Parking Garage (which is still technically part of the Police Station). Enter the Firing Range, where you’ll find A Message from Mr. Raccoon, which is Resident Evil 2’s way of telling you to shoot any of these toys that you find.

Break Room (1F)
Leon only
Head to the back room of the Break Room near the foot of the left bunkbed. Leon will find a Mr. Raccoon behind a bag.

Chief’s Office hallway (2F)
Claire and Leon
When you leave the Chief’s Office and enter the hallway with the staircases, Claire and Leon will find a Mr. Raccoon toy sitting near the staircase handrail.

East Storage Room (3F)
Claire only
Use the Heart Key to open the locked door in the East Storage Room, and Claire will find a Mr. Raccoon toy on a shelf.

Clock Tower rear hallway (3F)
Claire and Leon
When you find your way to the third floor of the Police Station on your quest to recover a Medallion, you’ll arrive in the Clock Tower. There’s a door in the back of the Clock Tower that leads to a hallway. Take that hallway until you reach a dead end. On a windowsill, you’ll find a Mr. Racoon toy.

Behind RPD
There’s one Mr. Raccoon toy for Claire to find here.

The bus
Claire only
As you make your way through the area behind the Raccoon City Police Department on your way to the Orphanage, you’ll have to walk through a bus. You’ll find a Mr. Raccoon toy to the right of where the driver would sit, just before you exit.

Orphanage
There’s one Mr. Raccoon toy for Claire to destroy in the Orphanage, but it’s off the critical path.

Orphanage (2F)
Claire only
When you arrive in the Orphanage as Claire, don’t immediately go to your destination on the first floor. Instead, head up the staircase to the second floor. As soon as you enter the Nursery, look down at the shelves in front of you to find a Mr. Raccoon toy. (And make sure to check the bathroom for some supplies.)

Sewers
There are a handful of Mr. Raccoon toys in the Sewers for Claire and Leon.

Sewer Entrance
Leon only
After you escape from the Sewer Gator, but before you climb the ladder Ada drops for you, turn around and look in the right corner for a Mr. Raccoon toy.

Sewers Incinerator (Upper Level)

During your brief period playing as Ada in Leon’s story campaign, you’ll have to explore the Incinerator. Look on the right side of the Incinerator door on the ground for a Mr. Raccoon toy.

Supplies Storage Room
Claire and Leon
Past Resident Evil 2’s Sewers’ Bottom Waterway, you’ll go through a door on your way to the Supply Storage Room. Walk up the stairs and turn left before entering the second door. Claire and Leon will find a Mr. Raccoon on the grund to the left of a table.

Enter the Cafeteria in the NEST Laboratory, and you’ll find a Mr. Raccoon toy on a table against the wall next to a sugar shaker.

NEST Laboratory Nap Room
Claire and Leon
After you collect the Signal Modulator as you explore Resident Evil 2’s Laboratory’s E-02 East Area, return to the Nap Room, back by where you carried the girl in.
Use your Signal Modulator there to dial in the code MUF. Then rotate the waveforms until they overlap. Once that’s done, insert it into the Circuit Breaker. The lights will come on. A zombie will rise (so kill it), and check the beds for a Mr. Raccoon toy, your final Hip Pouch upgrade, and Wayne

Mr. Raccoons [2nd Run]
After you finish Claire or Leon’s campaign, you’ll have the option to create a New Game [2nd Run] from the main Story menu. It’s a really clever way to play what you missed, not matter which character you played.

You’ll begin in a new area. Walk forward, down the stairs and then up the stairs on the other side. Look in the shrubs on your left, and you’ll find a Mr. Raccoon toy terribly well hidden on the ground among them.

Crafting Recipes
Gunpowder + Gunpowder: Handgun Ammo
Gunpowder + High-Grade Gunpowder (White): Acid Rounds

Gunpowder + High-Grade Gunpowder (Yellow): Shotgun Shells

High-Grade Gunpowder (White) + High-Grade Gunpowder (White): Submachine Gun Ammo

High-Grade Gunpowder (Yellow) + High-Grade Gunpowder (Yellow): Magnum Ammo

As a rule, you’ll find High-Grade Gunpowder (Yellow) in Leon’s scenario and High-Grade Gunpowder (White) during Claire’s game. Again, your best bet is to hoard gunpowder until you know you need it. Otherwise, you may find yourself stuck with a bunch of ammo you don’t want, or no ammo at all. When playing through Resident Evil 2 remake, less is more when it comes to bullets. The less you use, the more you’ll have when you really need them.
