Is there a bug with the Boston chests?

I want to answer a question that I couldn't find on the Internet about the chests and the task of searching for them in Boston. "Where are the last chests?" "Why don't they appear on the map?"

A map of the Boston chests, as well as an explanation for receiving them
Chests 2, 10, 13 - appear either after 6, 7 parts , or after the liberation of the northern district (honestly, I didn't understand at this point, but they appeared on some of these parts, so which is nothing to worry about).
Also to liberate districts, you need to complete liberation tasks, but some will not be displayed on the map due to the fact that the territory is simply hidden (that is, you did not run through it and it is dark)
And 1 and 5 exactly after chapter 8, on 9 will already be shown.

There is also a hidden chest in this location, it is located in the building where the assassin assistant sits on 2nd floor(is not shown on the minimap)
A relieving outcome
As you progress through the story and the regions are freed, all the chests on the map will be opened to you, and they will also be marked when you purchase the map. Except for the chest in the building, so you can go ahead and play 100% without thinking about what they will appear after.
