You probably need to do a clean reinstall. Follow these steps:

1. Uninstall the game from steam. Do not delete the game files directly.
2. Go back to the game folder once it's done uninstalling, and delete everything in it. This deletes all modded files.
3. Install the game.

IF YOU ARE USING CONTINUUM

4. Go back into continuum once done with the above 3 steps and clear the cache.
