I don't see a build that truly embraces your Beast, so here is one.

Intro
The build focuses on abilities with the Mighty Shock Roker, which has a +35% bonus to electric ability damage, the Thunder Beast tree, and the Surge Class for the Electric bonuses to you and your beast form.

A few Notes:
Base Level is the level of the item without any alterants on it.
The build uses Sequences and alterants to boost your beast form.
The build has Massive AoE and Single Target Damage, with good sustain and energy usage.
Better shock builds will show up eventually.
Extra Info
Alterants are the items that you put onto your gear to make them stronger or give you certain stats and buffs that you desire.

If you see a 2x, 3x, 4x , etc, it indicates the amount of times that item is added to the gear.

Alterants also use abbreviation-like names, such as: Adm, ApX, PdX
You can only add up to 6 total slots to an item, so 6 Alterants in total.

They come in 3 main types:
  • Square Slots - These are the Legendary/Unique ones, can only have 1 on an item, also called Prime Alterants
  • Diamond Slots - These are usually specific damage type buffs, like electric damage+
  • Circle Slots - These are usually more broad buffs, like hp+ and energy+
Note that the Square slot can only be in the first slot position of any gear, and you cannot add it to an item with the forge, they can only be found on gear items that are bought or dropped from enemies. So you will have to farm for gear with the slots present before you can complete the build.

Square slots can also hold any of the other types of alterants, so preferably you want at least every gear item to have a square slot, but it is not necessary, only for the items that need the Square slot.

Sequences are specifically ordered alterants that give a unique effect along with the stats from the alterants themselves. We will be using the Thunder Sequence specifically for this build.

If a Sequence uses only 5 slots, you cannot add a 6th slot to the gear, since the Sequence has very specific requirements to be used (unsure if this is a bug or intended).

Add all of your points into Stability and Battery until you reach the limit.

Beast Gearing
Beast
The Mighty Shock Roker is the best I have found so far for the electric mage build, since it has the unique Chain Lightning and Volatile Orb abilities, which are both immensely powerful, second only to the main ability of the Thunder Beast Skill Tree, Call Lightning.

Base Level: 12
Any higher will over level your beast with the alterants I am using, since level 40 is the max for the moment.
Alterants: (The ApX alterants can have different stats, so make sure yours are like the ones I post below, since different stats also affect item level, and other ones will over level your beast)
  • Apx - 2x - Cirlce
  • DmZ - Diamond
  • Ade - 2x - Diamond
  • Apm - Circle
(ApX 1: +15% Ability Power, +20% Cooldown, ApX 2: +15% Ability, + 10 Max Energy)

Collar
Use the Amplifying Collar, it adds +15% to all ability damage types.
Base Level: 20 (I could not find a lower level one so far)

Alterants:
  • Cos - Circle
  • Ade - 2x - Diamond
  • The rest should be cooldown or ability damage, depending on the level of your collar, I could only add those 3 to mine before it over leveled

Breath Weapon
Can be anything, your choice
Alterants :
  • Can be anything, I used 6x Atb (+2 Battery)
  • You can also use 6x Ats (+2 Stability) for more HP
Skills
This section will cover the skills you have to take for the build, with a few choices you can make for yourself.

This build assumes you are level 40.

The class we use will be Surge for the amazing synergy with electric beast skills and its great crowd control and healing.

You can also make a custom class that only uses the Conductor and Time Bender sub-classes from surge, and then use your own choice of 3rd subclass to use, as long as you make sure all the correct points are inserted in the Surge class.

Human Class Skills
These are the base levels for the skills, before adding the bonuses from gear:

Conductor - Essential for the build
  • Electric arrows - 4/6
  • Lightning Strike OR Photon Chain - 2/6
  • Conduit - 4/6 - This is where to get +30% Ability power for both of your forms
  • Thunderstorm - 2/6 - Best skill in the Conductor tree
Energizer - Honestly, this tree is pretty weak if you use beast form, hence you can replace it if you want to.
  • Enlarged Battery - 3/6
  • Light Armor Specialty - 6/6
  • Chaotic Energy - 4/6 - This is great, but not needed, since we don't do damage with weapons.
Time Bender - Essential for the build
  • Quick Recharge - 6/6 - This ability is amazing for energy sustain
  • Life Orb - 1/6 - Healing, its so strong you only need 1 level in it, even with 2k HP
  • Lift Up - 5/6 - The most important skill for Crowd Control and making hard mobs and bosses easy
  • Master of Time - 6/6 - Giving a whopping +36% global cooldown, its the best in this tree

Here is with the gear bonus:

Beast Skills
Honestly, the Roker has some of the best skills in the game, especially combined with the Thunder Beast Skill tree.

Roker
  • Elemental Warrior - 6/6 - Honestly, there is nothing much else to choose here
  • Cool Mount - 6/6 - A Whopping +90% Cooldown if you are mounted in co-op, a no brainer
  • Sharpshooter - 3/6 - Meh, only for ranged weapon, you can take its alternative as well
  • Volatile Orb - 4/6 - 2nd Best ability, MASSIVE damage, good AoE and range
  • Chain Lightning - 4/6 - HUGE Damage, good AoE and range to cast
Thunder Beast - This is where it gets real
  • Amplified Potential - 6/6 - A great +30% Ability power, good damage boost
  • Flashover - 6/6 - A good tool when you are in a pinch and have to transform, small cc and ok damage whenever you transform
  • Electro Beam - 4/6 - Your 2nd most used ability, Great damage, Great range
  • Call Lightning - 4/6 - Mah baby Boi, the Magnum Opus of the build, this ability is so freaking good, it has MASSIVE damage in a HUGE AoE, relatively low cooldown, doubles all your electric ability damage for 3 seconds, allowing you to set up a nuke with your other 3 damaging abilities on the Roker, easily OBLITERATING any high HP or high Priority target with ease. It even buffs your human form if you wanna switch for those 3 seconds. INFINITE POWAH *cough* Sorry.

Final Stats
After everything is in place, your stats for your human and your beast should look kinda like this:

Don't worry about your tankiness, with the Chest gear and the "Life Force" Alterant, you will have all the Hp and tankiness you need to survive, along with your healing if your HP is getting low.
Damage Loop
Honestly, the gameplay loop for this build is quite simple.

All you have to do is use your Call Lightning skill before you decide to spam skills, you can also just use the abilities on their own for 1 or 2 enemies, since your cooldowns are so low it will not really matter, unless you are fighting tough enemies and need to set up a nuke.

Electro Beam and Chain Lightning are your best friends to kill ranged enemies and enemies that are outside of your AoE range.

Here is a basic lineup to use the skills:

Run towards enemies -> Call Lightning -> Volatile Orb -> Chain Lightning -> Electro Beam -> Dodge -> Swap to Human -> Lift Up -> Thunderstorm -> Lightning Strike -> Heal if damaged -> Repeat

The Nuke Setup:

Human form -> Run close enough to enemy -> Thunderstorm -> Lift Up -> Change to Beast -> Call Lightning -> Volatile Orb -> Chain Lightning -> Electro Beam -> Dodge away -> Repeat

Sounds complicated, but all the abilities activate instantly, so you can spam them really quickly after another while having the buff from Call Lightning.
Outro
It took a while for me to figure out how the game shares stats and how they work together to make this build possible, so I hope you enjoy it as much as I do to disintegrate your enemies with lightning powers while running around like a maniac.

Enjoy!
