No Special Building Requirment

Opis
Removed most restriction for special buildings so it gives the bonus to anyone who holds them.

This is supposed to be a fixed version of the "No More special building requirements" Mod.

Hi there, not sure if this is intended or not, but the Hall of Heroes and Parliament buildings are showing up in the build menu for castles. Also, University requirements are gone.

The requirements are to a specific religion so sadly I do not have any better idea then to go over the file with replace command.
