How it will look in the game
Preparing for modification
We need to change the title of the original song, the cover and the track itself.
For this we will need:

Create a folder called "patch". And in this folder create 3 more folders and name them languages, soundbinary, ui

In the ui folder, create folders with the following path: \fire\sources\textures\ingame\apps\mediaplayer\albumart
Replacing audio files
Audio files in the game use the .wem format. In order for the game to understand them, we need to convert .wav files using Wwise 2015 (if the Wwise version is higher, then the game will have silence instead of tracks). Use Audacity to convert .mp3 tracks to .wav format.

After you have converted the desired tracks to .wav, we need to convert the tracks to .wem.
Open Wwise 2015. Create a project with any name.

Project > Project Settings > Source Settings > 3 dots > Vorbis Quality High

Project > Import Audio Files...
Select all the songs you want to convert

Project > Convert All Audio Files...
Make sure that Windows is checked in the pop-up window and click OK

Project > File Manager...
In the pop-up file manager window, right-click on the project path and click Open Containing Folder

The folder with your project will open. Then follow the path -
.cache > Windows > SFX
All converted .wem files will be stored here

Paste all .wem files into the previously created soundbinary folder

Be sure to rename all .wem files to match the hashes from this repository [github.com].
For example, I want Klaus Veen - Poison instead of Aphex Twin - CIRKLON3. So rename the converted .wem file as "361891854"

Editing a localization file
Now we need to edit the localization file so that the custom track name is displayed correctly.
In the downloaded archive "tools" go to the LocTool folder, in the "LOC FILES" folder select the .loc file depending on the localization of your game (for example, I play in russian, so I select main_russian.loc)

Copy the .loc file to the root folder of LocTool, then drag'n'drop it onto the .bat file. The output should be an .xml file (not .txt). Open the .xml file with Notepad++. To search for the desired track names, you can use this database [github.com]. For example, we need Aphex Twin - CIRKLON3 to be called Klaus Veen - Poison.

We search via CTRL + F by name, or via the database for a line with the track

Change the name to the desired one and save the document. If you need to replace several songs at once, then change all the names at once

Then drag'n'drop the modified .xml file onto the .bat. Copy the resulting .loc file into the previously created "languages" folder.

Replacing album art
It is assumed that you have already installed dds plugin for Photoshop.
In the "hV_xbt convert" folder, open the "albumart" folder and select the .xbt file you want to replace. For example, "albumart_aphextwin.xbt". Copy the .xbt file to the Input folder, run hV_WD1ModdingKit.exe, and get the .dds file in the Output folder.

Open the .dds file in Photoshop. In the Load Options window, check the box "Load Transparency as Alpha channel".
Download the album cover you need from the Internet and replace it on top of the original one

Then press CTRL + S, and be sure to save the file with these settings

Move the modified .dds and .xbt_header to the Input folder, having previously deleted everything from there. Click "hV_WD1ModdingKit.exe". We get the modified .xbt file in the Output folder.

Move the modified .xbt files to the previously created folder patch\ui\fire\sources\textures\ingame\apps\mediaplayer\albumart
Make it all work
We move the Patch folder with all the modified files, agreeing to the replacement, to the root folder of the WATCH_DOGS 2 Extended mod.

Click Create_Patch.bat. You are great!

Unfortunately, I haven't tried it. You can look for .dds plugins for other programs.
